A system of credits, in which power companies will be obliged to buy a portion of electricity from renewable sources, has been launched. Under the scheme, reports the Kyodo news services, utilities may pay for certificates that will be traded in their own right The cost of buying the certificates would be passed on to the consumer to encourage conservation of energy. The programme is similar to one already operating in the Netherlands.
