This notice follows and updates the general procurement notice for this project published on the EBRD web site on 29.8.2002 and updated on 9.1.2004.
Natsionalna Elecktricheska Kompania (NEK) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for a project to rehabilitate its transmission network, including development of its MIS system, construction of an HV line, reconstruction and extension of a 400 kV s/st, modernisation of SCADA/EMS systems and provision of metering, testing and data processing systems. The proposed project, which has a total estimated cost of EUR 20 million equivalent, will require the procurement of the following goods, works and services:
A.2.2. construction of HV line 400 kV Zlatitsa-Plovdiv, and re-routing of existing 110 kV lines.
Tendering for the above contracts is expected to begin in the fourth quarter 2005.

This invitation for tenders follows the general procurement notice for this project which was published on the EBRD’s web site on 29.8.2002, updated 9.1.2004 and 24.11.2005.
The Natsionalna Elektricheska Kompania (NEK) (the Employer) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of construction of new high-voltage power lines. The Employer now invites sealed tenders from eligible tenderers for the construction of new high-voltage power lines contract to be funded from part of the proceeds of the loan. The contract will comprise:
delivery of materials, on-site erection and installation services, including design, manufacture, delivery, quality assurance, erection, and all related civil works, commissioning, structural completion and connection of the facilities to the power supply, in 2 lots.
Tenderers may submit bids for either 1 lot seperately or for both lots at their discretion. If bonuses are offered, these will be evaluated for each lot separately.
The objective: by the connection of the Zlatitsa-Plovdiv 400 kV over-head line a link is established from the Kozloduy NPP through the Misia substation – the Stolnik substation – the Zlatitsa substation – to the Plovdiv substation (lot 2). Without this link it is not possible to provide stable operation of the Chaira PSHPP. To support this, the existing 110 kV lines will be re-routed and finalised (lot 1).

Design and construction of a combined cycle power generation facility in the Tessenderlo area. T-Power NV.
The CCGT will have an net electrical output of between 400 to 425 MW. The detailed design, engineering, manufacture, erection, commissioning and testing for a complete turnkey gas fired combined cycle plant with proven gas turbines, steam turbines, heat recovery steam generators, condenser and cooling systems, piping systems, air inlets, filters, exhaust stacks, electrical generators, switchgear, isolators, transformers, cabling, control systems, balance of plant, civil engineering structures, lifting equipment, buildings, civil engineering aspects and associated spares parts. The design will be such to ensure very high reliability and availability. Site clearance, temporary works, access roads, site roads, drainage, water supply and treatment, auxiliary and additional works and storage facilities are to be provided as required. This combined cycle power plant and any associated works will be located at a site in the Tessenderlo area, Belgium. The contractor will be required to provide financial services associated with the project including performance bonds, insurances, performance guarantees and warrantee bonds when these are specified. The contractor will be required to provide a long term spares agreement for the gas turbine. The composite scope of the contractor includes all works, supplies and services required to complete the power station and will be awarded to a turnkey contractor. United Arab Emirates, Hamriyah Free Zone power plant
C&C Sons have been awarded a contract for the development of a $600 million 700MWe gas-fired power plant to be located at Sharjah. The plant will provide power for various industrial projects including the Muscat based OCPC ammonia plant and a possible steel complex. Project will be a privately financed IPP contract arrangement. GE has been selected to supply four gas turbine units. Mott MacDonald is the project consultant. Start up is scheduled for 2006.

Rugby Cement is undertaking a feasibility study for a £150 million CHP plant at a potential cement production facility at Barrington, Cambridgeshire. Start up of the plant is scheduled for 2009 if approval is granted.

United Kingdom, wave energy device
Phase 2 of a project to test the viability of a wave energy device developed by the University of Manchester. Phase 2 is for a 1/10th scale model of the device, in which the vulnerable parts of the mechanism are kept above sea level. Start up is scheduled for 2006. Royal Haskoning and Mowlem are developing conceptual designs for a full-scale product.

Scottish & Southern Energy and the Weir Group are developing a full-scale 0.3MWe tidal current device consisting of seabed mounted twin turbines suspended from a central monopile via hydraulic arms. The device will be located in the Orkneys, and start up is scheduled for 2007.

USA, Headwaters Energy Park
Headwaters Inc has agreed a Memorandum of Understanding with Great River Energy, North American Coal and Falkirk Mining to build a $750 million integrated energy complex including a coal-to-liquids fuels facility (coal liquefaction) to process coal into ultra-clean diesel and other liquid fuels and a 300MWe IGCC power station. Diesel plant will produce 10,000 b/d as well as steam. The facility could be expanded later to produce 50,000 b/d and increase steam could increase the power outage to 1500MWe.
The project also includes a 50 million gallon/yr ethanol plant (Blue Flint Ethanol) and coal drying facilities. If the project proceeds, completion is scheduled for the end of 2012.

CPS Energy is seeking an air permit for it to build a 750MWe coal-fired unit 2 at the site of the current J K Spruce Power Plant. Calaveras Power Partners has been selected to construct plant. Calaveras Power Partners is a joint venture led by Zachry Construction, Black & Veatch, and The Industrial Co. ZCC and TIC will construct the project. Black & Veatch will handle the design the power plant. Utility Engineering will design and engineer the emissions control system. Alstom will be providing the boiler. Start up is scheduled for 2010.

USA, Loring Bioenergy Power Plant
Loring BioEnergy is developing a $57 million 55MW dual fuel cogeneration plant, to be located in Maine and scheduled for start up in 2007. The plant will use a blend of ethanol and diesel called O2Diesel. A former jet fuel line will be upgraded with new valves and compression to bring natural gas to the site, connecting to the Maritimes and Northeast Pipeline. The project will eventually include an ethanol production facility.

Ireland, Munster/Drogheda Power Plant
Bord Gas Eireann and Scottish & Southern Energy are undertaking a feasibility study for a £230 million 440MWe power plant with gas and oil dual-firing capability. Germany, Borkum West offshore wind farm
The German government is planning, through the Foundation for Offshore Wind Energy, to build a E105 million 60MWe offshore wind farm consisting of 12 turbines to be located at Borkum Island. Four turbines are to be provided by each of Enercon, Repower and Prokon Nord. The cable route permit is in place, although finance for the 45km grid connection still needs to be funded. Start up is scheduled for 2007. It is expected that the scheme will eventually be sold on to an operator. RWE, E.ON and Vattenfall have all expressed an interest.

Canada, Poplar River power plant upgrade
Sask Power is planning to rebuild units 1 and 2 of the coal-fired Poplar River Power Station to provide a combined output of 542MWe. The upgrade will cost C$260 million, with project completion expected by the end of 2008. A C$30 million contract was awarded to Hitachi to install the high-pressure turbine rotors, reblading, casings, as well as other turbine and generator components. Babcock & Wilcox was awarded a C$40 million contract to replace the superheater, reheater, and economiser.

Spain, Puentes CCGT power plant
Endesa has applied for planning consent for a E420 million 815MWe gas-fired combined cycle power plant to be located on a site adjacent to the existing As Pontes plant at La Coruna. Start up is scheduled for 2007. The project comprises two gas turbines, one steam turbine and two heat recovery steam generators. GE Power has been awarded a contract to supply the turbines; and Duro Felguera has been awarded the contract for the civils and boiler works.

EGAT has awarded an EPC contract to Marubeni for the construction of a $550 million 700MWe gas-fired combined cycle power plant to be located in Songhla Province. Start up is scheduled for 2008. Siemens will be supplying two SGT5-4000F gas turbines for the plant.

USA, Vogtle nuclear power plant
Southern Company plans to have new baseload nuclear generation capacity at Vogtle nuclear power plant, and has applied for planning consent for the possible addition of two new reactors at the site, to be operating by 2015. Southern plans to submit an early site permit application in August 2006 and a combined construction permit-operating license application in March 2008.
