The CPUC (California Public Utilities Commission) decision to publish proposals for resolving Southern California Edison’s claim in respect of increased tariffs has angered SCE. The decision does nothing to address the issue of SCE’s right to recover the actual cost of buying electricity from generators and CPUC proposals for an interim rate increase are described as ‘wholly disproportionate’ to need. SCE contend that the 7 month old crisis will be further exacerbated because private utilities cannot continue to buy power at 30 cents per kWh and sell it at the state enforced price of 7 cents.
